Purpose. This document offers two parallel approaches to constituting an incorporated Victorian church that wishes to integrate the framework set out in the Sonrise Revival Series. Approach A annotates the Consumer Affairs Victoria Model Rules with the church-specific amendments the framework calls for. Approach B rebuilds the constitution from the ground up around the framework, drafted as a clean standalone document.
Audience. Three groups in particular. First, church planters who are about to incorporate and want a starting draft that already integrates the framework rather than retrofitting it later. Second, existing elderships of incorporated churches reviewing their current constitution against the framework and wanting a benchmark to compare it to. Third, legal advisers (church lawyers, Christian lawyers helping their local church pro bono, ACNC compliance professionals) who want to understand how the framework fits within Victorian incorporation law before sitting down with their client.
Why two approaches. Approach A starts from the Victorian Model Rules — a document with statutory standing and well-tested boilerplate — and overlays the framework onto it. It is the safer base for legal review because the legal scaffolding is unchanged from a known-compliant starting point. Approach B is the cleaner read because the framework drives the structure from the start. Most elderships will adopt some combination — Approach A for the formal incorporation document, with Approach B language adopted as the body’s plain-English statement of how the church functions in practice.
How to use the document. Read this preface and the disclaimer above first. Read Approach A through, noting the church amendments to each Part of the Model Rules. Read Approach B through, noting how the framework’s language carries naturally when given room. Decide which to use as your working draft. Submit it to a qualified lawyer. Iterate. Adopt. Register.
How this document sits in the Series. This is Document 11. Document 6 (Elder & Deacon Identification) and Document 8 (Five-Fold Ministry) reference it as a downstream resource and the framework does not depend on it. It is offered as a downstream resource for bodies that have engaged with the framework and now want to operationalise it through their legal constitution. The companion is Document 12 (a plain-English white-label reference of the operating model, without legal language).
Scope and limitations. This document deals only with Victorian incorporated associations under the Associations Incorporation Reform Act 2012. Bodies incorporating in other Australian states, as companies limited by guarantee under the Corporations Act 2001, as charitable trusts, or under denominational property trust acts will need different documents. The framework itself is denomination-agnostic and the structure is portable, but the legal scaffolding here is Victorian-specific.
